Legislative work done in 2000

Broadcasting of sports events of national interest

* Initial discussions were held by the portfolio com.
* Minister held

Greyhound Racing

* Portfolio Committee held initial discussions.
* Received a lot of objection letters from the public.
* Chairperson consulted with chairperson of P.C. on Trade & Industry .
* Indications are that the DTI will oppose legislation of Greyhound Racing

Minister to finalise consultations with the Minister of Trade and Industry.

Issue to be finalised in the first half of 2001.


Legislative work done in 2001

S.A. Boxing Bill

* Bill was introduced to the P. C. by the Minister and public hearings were held by the P.C.

* The Joint Tagging Committee found the Bill to be a split Bill and referred it back to the Minister for it to be split into sections 75 and 76.
* Bill was split and is awaiting approval of the Speaker.

* Bill to be finalised in February 2001 subject to approval by the Speaker.


Provincial Study Tours planned for 2000

Free State

* study tour was undertaken .

* Report was written by the former committee clerk in a minutes form.
* Chairperson to edit the report so that it can reflect the findings and recommendations.

An edited report will be presented to the portfolio committee in January 2001.

Eastern Cape

* study tour was undertaken .

* Report was written by the former committee clerk in a minutes form.
* Chairperson to edit the report so that it can reflect the findings and recommendations

An edited report will be presented to the portfolio committee in January 200.

Northern Cape

study tour was undertaken.

* Report was written by the former committee clerk in a minutes form.
* Chairperson to edit the report so that it can reflect the findings and recommendations

North West

Study tour was undertaken.

* Report was written by the former committee clerk in a minutes form.

KwaZulu – Natal

Study tour was not undertaken.

* Plan was affected by the changes in the parliamentary programme.
* The change of MEC for sport in KZN affected the last attempt of visiting KZN in 2000.

* Have written to the new MEC requesting to visit KZN in Feb. 2001, subject to approval by the chief whip.


International study tour planned for 2000

Cuba

* Was planned for March 2000. Invitation of the S.A. state president by Cuban government and signing of the agreement between S.A. department of Sport & Recreation and Cuba affected the planned study tour.

* It is proposed that this study tour be undertaken in February 2001.
* To put an application with the chief whip before the closing of parliament on 3rd November 2000.
* To negotiate specific dates of the visit with Cuban department of Sport.

African states – Nigeria and Ivory Coast

* Could not be undertaken due to the budget of the Portfolio Committee.

* Will be looked at against the 2001 budget and findings in Cuba as well as evaluation of S.A’s performance in the Olympic Games.

Brazil

* Could not be undertaken due to the budget of the Portfolio Committee

Briefings and Presentations Planned for 2000

2006 Soccer World Cup Bid

* Was to assess the preparedness of the Bid Committee for the visit of the FIFA technical team

* The findings of the Portfolio Committee were that the Bid Committee was more than ready for the visit.

* We are confident that S.A. can successfully bid for Soccer World Cup in future.

All Africa Games final report

* To assess what S.A. learnt for hosting the All Africa Games .

* The AAG Committee was ready to give the report to the P.C. but the programme of the P.C. was affected by the constituency work related to Local Gvt. Elections.
* The AAG committee handed a final report to the Minister

* The Minister will be asked to brief the P.C. on the report.
* A follow up will be made should the P.C. feel that there is still a need for the disbanded AAG committee to make a presentation. To the P.C.

The King Commission

* The King Commission has not completed the process

* Members of the P.C. attended the hearings.

* The P.C. will allow the process to flow smoothly.
* The P.C. will ask for a report on the King Commissions findings once the process is finalized.

SAFFA & PSL

* The P.C. witnessed the presentation of a written report by SAFFA to the minister at the beginning of the year.

* The minister followed up by holding meetings with both SAFFA and PSL.

* The Minister will be asked by the P.C. to report in 2001 on the resolutions reached with these two bodies and a way forward.

USSASA

* A presentation was made by USSASA to the portfolio committee.

* Findings are that USSASA is still tournament based.
* The study tour to Cuba will also assist in identifying areas of improvement for school sports

There is a need for the P.C. to have a workshop on federations performance so as to develop feedback strategies.


Addressing sports issues that affect the public

SARFU

The P.C. invited SARFU to present SARFU’s plan of transformation including accessibility of rugby to previously disadvantaged people.

* SARFU presented a plan called vision 2003.
* The plan does not address the issue of expensive tickets .
* The plan is more focused on transformation that relates to administration and management of rugby, as well as transformation at player level.

* It was agreed that a team composed of the P.C. members and SARFU members be established for purposes of finding a common ground between the P.C. and SARFU, more specifically on issues of transformation.
* The P.C. needs to identify representatives of the P.C. in that task team.

Achievements of the P.C. in 2000
·
Undertook four provincial study tours, and we are left with one.
· Information gathered during the study tours will be used in reshaping sports in S.A. particular on the bills that are still going to be processed.
· We interacted with federations, and SARFU in particular has taken us seriously. That is reflected in the springbok team that was announced by the new coach Mr. Harry Viljoen last week.

Achievements of the P.C. in 2000
·
We have done legislative work that was introduced to us. The amount of work done was not a waste of time as that will be used to finalize the S.A. Boxing Bill, the Greyhound Racing and the Broadcasting of sports events of National interest.
· We have monitored the department and held it accountable to the public through us. The fact that we are evaluating our own progress and that of the department indicates that we are not afraid of looking at our own performance.

Hindering factors & our weaknesses

· The changes in the parliamentary programme had a negative impact on our plan.
· Our study tours to the provinces depended on the approval by the chief whip as well as the readiness of the provinces and this affected us negatively.
· The staff complement in the DSR, particularly the legal advisors had a negative impact on the bills which had to be drafted and processed by us.
· The fact that the S.A. Boxing Bill had to be split after having held the public hearings caused a delay in finalizing the bill.

Hindering factors & our weaknesses
·
We had a problem with our committee clerk and as a result our reports were not produced on time and were also in minutes form lacking the findings component.
· We had planned more than we could do in a year with local government elections.

Helpful factors
·
We worked as a team and looked beyond our political ideologies.
· We used the work done in the first term of the democratic government as our building block and a stepping stone.
· Our interaction with federations was more on providing a direction than to leave them not knowing what change we want.

Areas of improvement
·
Need to improve in keeping time for meetings.
· Permanent members who are not going to attend meetings need to inform alternate members in time so as to avoid a situation of failing to form a quorum.
· Need to use the presentation’s evaluation form effectively rather than just fill it any how. This is our tool through which we assess the progress that is being made by federations.

Areas of improvement
· Not all political parties participated on study tours. This gives a problem when issues of sports are discussed, as those who do not go to study tours would discuss issues from a perceived point of view.
· We formed sub-committees along the focus areas of sport. These sub-committees have not come up with issues that are related to their areas of focus.
· We need to evaluateour progress against the programme may be on quarterly basis and also focus more on the impact of our programme.
